Pretty expected, the cell phone is always with you, and it is the best place to home a GPS, next step is surely to get the maps inside and probably a way for the security people to pinpoint wanted people whereever they are through a small program running on phone and sending location info. I unexpectedly found out that the cell phone is used for tracking even when it's turned off!!
try to turn your cell phone off, and then try to call it from somewhere else, you'd receive the message "The phone is currently turned off"
now try to remove the battery of the cell phone, then call it , you will hear "Cell phone can't be reached"
you do the math.
I believe that, so far, what the service provider knows about you is only the cell you belong to at that time, which can be though of as coarse tracking.
